Abstract

This research work is consisted of  3 objectives, namely :-  (1) to study the patronage system and the problems of the patronage system arising in the Thai Government Offices, (2) to study the process of solving the problems of the patronage system arising in the Government Offices, (3) to study the process of solving the problems of the patronage system arising in the Thai Government Offices with the Buddhist integration. From this research, the exemplary group of 34 persons have been studied. The instruments used in collecting the data were divided into 3 steps, namely:- the record form, the observation form and the deep interview form by using the analytical method of the average and the descriptive Analysis.

               From the research for the patronage system and the process of solving the problems from the patronage system in the Thai Government Offices it is found that the Thai Official system which is consisted of some problems and is without the capability.  This point rises from the state of friendship, and the help to their relatives.  All the problems arising from the patronage system can be solved by bringing the qualitative system to be used instead.  In the good administration and management, the administrators have to be of good mental consciousness and without the 4 prejudices.  This is because the system of patronage is the relationship between two groups of the people exchanging their interests to each other, although their social stata are different.  The people who have the higher economic states will use their influence and properties to protect the interests of people who have  lower economic states.  The division of the government which uses the system of patronage more than the system of virtue will be gradually declined, because the learned and capable people are not of high exccutive’s relations or companions.  Having not a good chance for the progress  in a job, they resign to have other better work. So this system causes the government’s division to have a great problem which is an obstacle in reducing a great efficiency in working in the government division, because the system of patronage does not consider the knowledge, the ability, the result of work or the seniority as important.  This causes the personnels in the division of the government  not to see the importance of the work as efficient.

               From the research about the integrative patronage system in Buddhism, it is found that the Buddhist society is that of support of four Buddhist assemblies such as monks, Buddhist-nuns, laymen and laywomen.  This means that the laymen and the laywomen will give the support to the monks and the Buddhist-nuns in the type of four requisites like clothing, food, dwelling place and medicine.  The monks and the Buddhist-nuns will give them some good advices about the principles of leading their lives of righteousness such as the four noble sentiments and the four objects of sympathy.  The fact that the monks get from the laymen and the laywomen the donation of requisites and the worship of requisites is dependent on those people who have the contribution to the patronage of Buddhism which causes it to be firmly prosperous and widespread until now.

               The hoard of the office or the commander of every stage must have the conscious mind to be responsible for the badness and the goodness in administrating and managing his or her office, hold the principles of the reasons and the justice and give the equality and the rights to all in the organization, not use the system of the relationship but use the system of morality in stead of the system of the support.  Moreover, the commander must consider about the persons who are of ability and the qualities as a rule in receiving officers to come to work in the office and to rise up their positions and salaries without the consideration as whose persons they are and whose relatives, and whose close friends they are.

               The commander considers the result of work done by then, by following King Rama VII who established the foundation of civil servants’ system as important principles which are 1) All the civil servants must be under the same regulations.  2) The government must equally and justly consider as officials the people of good knowledge and capability which are responsible to the system of virtues with regard to the principles of good knowledge and ability in the personnel management.

               Later on, in the reign of King Rama IX, His Majesty, King Bumibol Adulyadej,  the country has been ruled by democratic system, the Acts of Civil Servant of 2008 C.E. (2551 B.E.) was promulgated for solving the problems occurring from the system of patronage in Thai government, the two important ones of which are :-  1) The organization of the order of civil servant’s positions should be of the regard of system of virtues, too.  To consider as officials people, and to appoint the people to be in position have to regard to their abilities and the government’s equilibrium, justice and interests.         2) The enriching of their efficiency and motivation in performing the government’ duties, so that they may be the good ones and have virtues, a quality of life and will-power in performing the government’s duties which bring about a great success to the government. 

               The commander of the office must bring the Buddhamma to be the integration in administrating the people and the work in the type of Dhammadhipateyya without the 4 prejudices (agati), the 4 states of conciliation (saraniyadhamma), the 7 qualities of good man (sapparisadhamma), namely, knowing the reason, the output, the self, the measurement, the time, the community and the personality. It seems that one can solve the problems arising in Thai Royal Offices.
