The Strategic Planning of the Basic Educational Schools under the Mahasarakham Planning Educational Service Area Office II

Abstract

  The objectives of this investigation were (1) to study and compare the existing conditions and problems, and (2) to study suggestions for the strategic planning of the basic educational schools under the Office of Mahasarakham Primary Educational Service Area 2. The sample was comprised of 125 school administrators and 250 teachers. A set of questionnaires was applied to collect data. The part of questionnaires concerning the existing conditions of the strategic planning contained the coefficient of Cranbach’s reliability at 0.96. The other part, the problems, contained 0.95 coefficient of reliability. The obtained data were analyzed to compute percentage, mean, standard deviation, t-test, (one-way ANOVA) and test of pair difference by Scheffe method.

Findings:
1. Totally, the schools performed the strategic planning at the high level. Performance with the highest rank was strategic application and evaluation. The consecutive rank was setting the committee forming the strategic plan. The lowest rank was defining educational direction management.
2. Problems on the performance were of the least level. The first two higher ranks were setting strategy and improving and developing strategy. The lowest rank was defining educational direction management. 
3. The comparison of the opinions between the schools administrators and teachers concerning the existence of the strategic planning showed statistical difference at .001 level of significance.
4. The comparison of the opinions between the school administrators and teachers concerning the problems on the performance showed no statistical difference.  
5. The comparison of the opinions among the respondents working for the different size of schools concerning the existence of the performance revealed no statistical difference.
6. The comparison of the opinions among the respondents working for the different size of schools concerning the problems of the performance also revealed no statistical difference.
7. The respondents proposed some remarkable suggestions as follows:
There should be knowledge concerning strategic planning for the school personnel. There should be defining of internal and external factors of the school encouraging direction for educational administration. Strategies of the school should be concretely developed and possibly performed. The developed strategies should be improved and appropriately adapted to school environment.
